Pierre C. Deltor, MD

Dr. Deltor received his training in internal medicine at Nassau University Medical Center, East Meadows, NY. Prior to that he attended The State University Hospital Medical School in Port-Au-Prince, Haïti, where he pursued a residency in urology.Dr. Deltor practiced medicine in Haiti prior to moving to the U.S. His work in Haiti included being the Regional Coordinator of the Immunization Campaign, Director of Les Anglais Community Hospital, Coordinator of the STD Program with Cornell Geskio LAB, and running a private practice in general medicine and urology. Dr. Deltor completed a second residency in internal medicine in New York before launching his own private medical practice, SCAPS Medical, in Florida. Today, Dr. Deltor is affiliated with some of the area’s top hospitals, such as: St. Mary’s Medical Center, JFK Medical Center, Palm Beach Gardens Medical Center, Jupiter Medical Center and Good Samaritan Medical Center.

Pierre-Alain Deltor has worked his way into the CFO Role with SCAP MEDICAL LLC from his dedication to see the family business grow and prosper. A graduate from Florida Atlantic University, Alain received his bachelor’s degree in economics.

However, most of his on-the-job experience came from his time working with the “Vector Marketing” company. Starting out as a base Sales representative, Alain had a rapid rise with the company by accumulating over $30,000 worth of product sales. This qualified him for their management training program. Through the training program Alain continued to show promise, as he became one of twelve candidates selected to run their own Branch office for the summer with the company. The experience of going out and starting his own office from scratch, with the backing of Vector Marketing, accelerated his grow in all things business and finance tremendously.

Seeing Alain success with Vector, Dr. Deltor asked if he would be interested in fulfilling an administrative role at SCAPS. Grateful for the opportunity to work closely with the family business, Alain began his career at SCAPS MEDICAL as a silent observer and learner. His top priority was to make sure he fully understood the inner workings of the business and all its functions.

It did not take long for Alain to identify growth opportunities for SCAPS MEDICAL in its daily operations and protocols. He began to swiftly make his presence felt during internal meetings by voicing his ideas on where SCAPS needed to go, and the actions needed to get there.

Now, 7 years later, Alain has found himself growing into the CFO position after displaying that his presence was pivotal in bringing SCAPS to profitability for the first time in years. He continues to work hard to grow the business to the best of his ability. Alain also constantly seeks to be a student of business, to pick up new skills that could further benefit SCAPS.

WILLIAM PEREZ-FERNANDEZ

PRACTICE OPERATIONS MANAGER

William Perez Fernandez is a dedicated Practice Operations Manager with a rich background in medicine. A graduate of a prestigious medical school in Cuba, Perez Fernandez’s academic journey laid the foundation for his extensive expertise in healthcare management.

His career has been marked by a commitment to enhancing patient care and operational efficiency within medical practices. Perez Fernandez is particularly renowned for his adept management of several key programs, including HEDIS (Healthcare Effectiveness Data and Information Set), CCM (Chronic Care Management), PCMH (Patient-Centered Medical Home), and MRA (Medicare Risk Adjustment).

Each of these programs requires a deep understanding of both clinical aspects and administrative processes in healthcare, skills that Perez Fernandez has honed over years of practice. His work in these areas has not only improved patient outcomes but also streamlined operational procedures, leading to more effective and patient-centric healthcare services.
 
Perez Fernandez’s approach to healthcare management is characterized by his innovative strategies and his ability to adapt to the rapidly evolving medical field. His leadership and expertise continue to make significant impacts in the realm of healthcare operations.

Kemline Dorvil is an Adult Nurse Practitioner with advanced training certifications. She has a 7-year progressive history in the field with an extensive background in patient care and nursing practice at SCAPS Medical. She specializes in acute, subacute, and long-term care. When she’s not working, she devotes her time to her growing family and stays connected to God via prayer groups, church services, and daily devotionals.

Back in 1995, when she moved to West Palm Beach from Haiti, Kemline found herself reconsidering her dream to be a doctor, a dream she’s had since the age of five due to her family’s financial limitations. Instead of abandoning her aspirations, Kemline allowed it to drive her. Upon starting high school, She committed herself to her studies and went from being an ESE student in middle school to graduating high school with honors. She became a member of the Science, Engineering, Communication, Mathematics, and Enhancement Club (SECME). And in the 11th grade, a coworker informed her of the ARNP degree. After doing her research, Kemline set her mind and enrolled at Florida Atlantic University (FAU) for her undergraduate studies.

After graduating from high school and despite her financial problems, Kemline was as determined as ever to accomplish her goal. That summer, she enlisted in the United States Army and began basic training. In her eight years of military service, she served in Afghanistan as a military policewoman, supporting several health clinic missions for Afghan women. Once Kemline returned home, she resumed her studies at FAU, and in December 2009, she earned an accelerated Bachelor’s degree in Nursing. In her early nursing career, Kemline received the nurse achievement award from the American Association of Critical-Care Nurses (AACN) of Palm Beach County.
 
In 2012, Kemline enrolled at South University, where she earned her Master of Science in Nursing. Since then, she has worked in acute, subacute, and long-term care settings within the Palm Beach County community. Kemline continues to pass on her knowledge through preceptorship of nurse practitioner students. She also champions the health of the Haitian community by fighting against health disparity and intracultural biases in preventative care. Her mission for women’s health focuses on educating women about the signs and symptoms of heart attacks, diabetes, and high blood pressure, as well as breast and cervical cancer prevention. With Black women specifically having higher risk factors regarding heart diseases, this platform was and is still needed.
 
Kemline holds Combat Medic Certification, Advanced Cardiac Life Support Certification, Pediatric Advanced Life Support Certification, Basic Life Support Certification, as well as Telemetry and EKG interpreter certifications. She is a participating member of The National Society of Leadership and Success and the Black Nurse Practitioner of Palm Beach County.
 
She continues to serve her community through Professional Oral presentations at the Black Nurse Practitioner of Palm Beach County Annual conference, and as a Health guest speaker at Bethlehem Baptist Church’s annual women’s conference, to educate women about the importance of preventive measures. Emphasizing monthly self-breast exams, diet and exercise, annual and routine doctor visits, and medication regimen compliance. Encourage compliance with antihypertensive therapy; suggest establishing a daily routine for taking medication at home. She volunteers at the yearly back-to-school health fair with the First Adventist Church of West Palm Beach. Providing physical examination and health screening for adolescents.

Naike Thomas is the office manager and patient care coordinator at SCAPS MEDICAL LLC. Naike is an employee at SCAPS since 2013, and currently holds a Bachelor’s and a Master’s degree in Hospitality Management. Naike is currently pursuing a Master’s Degree in Healthcare Administration. Naike takes great pride in working with a team that cares for their patients as if they are a member of her own family.
